Beyond GPS: DARPA All Source Positioning and Navigation Program

DARPA's All Source Positioning and Navigation (ASPN) program seeks to enable low cost, robust, and seamless navigation solutions for military users on any operational platform and in any environment, with or without GPS. In particular, ASPN will develop the architectures,  abstraction methods, and navigation filtering algorithms needed for rapid integration and reconfiguration of any combination of sensors. This will enable rapid adaptation to evolving missions as well as reduction of the system integration costs and time-to-market for navigation solutions in general.

The goal of Phase 2 of ASPEN is to address the issues of optimization and real-time operation, showing capabilities beyond basic plug-and-play flexibility. Solutions must be capable of adapting to a diverse set of sensor and IMU inputs and selectively choosing the subset of measurements that produces the best possible solution, ideally mirroring the result from a tuned filter solution for that same scenario....Phase 2 solutions will need to demonstrate real-time operation in representative field (non-laboratory) environments. Although adaptability is the main goal of the ASPN program, the possibility of ASPN accuracy being substantially better than current state of art should be considered, given accommodation by ASPN of larger and more diverse sensor suites, ease of optimizing ASPN to immediate applications, and potential synergistic benefits of an open architecture.

The Nuclear Lobby

The report of the Center for International Policy provides a profile of the nuclear weapons lobby, noting along the way that in a constrained budgetary environment different parts of the lobby may either collaborate to promote higher nuclear weapons spending or compete for their share of a shrinking pie.

• The Pentagon and the Department of Energy’s National Nuclear Security Administration are scheduled to spend hundreds of billions of dollars on nuclear weapons projects over the next decade and beyond, including $68 billion to develop and purchase a new generation of nuclear bombers; $347 billion to purchase and operate 12 new ballistic missile submarines; and billions more on new nuclear weapons facilities.

• In the 2012 election cycle, the top 14 nuclear weapons contractors gave a total of $2.9 million to key members of Congress with decision making power over nuclear weapons spending. These firms have donated $18.7 million to these same members of Congress over the course of their careers.

• More than half of the contributions cited above went to members of the four key subcommittees with jurisdiction over nuclear weapons spending – the Strategic Forces Subcommittees of the Armed Services Committees in each house and the Energy and Water Subcommittees of the Appropriations Committees in each house. Total contributions by major nuclear weapons contractors to members of these four subcommittees have been over $1.6 million in the 2012 election cycle thus far, and $11.7 lifetime to these same members.

• Of the 14 nuclear weapons contractors tracked in this report, Lockheed Martin has been the biggest contributor to key members of Congress with influence over nuclear weapons spending. So far during the 2012 election cycle, Lockheed Martin has donated $535,000 to these key members; other major donors include Honeywell International, $464,582; Northrop Grumman, $464,000; and Boeing, $336,750.

• Leading advocates of high levels of nuclear weapons spending have received hundreds of thousands of dollars in campaign contributions from major nuclear weapons contractors in the course of their careers.....

Policy Recommendations

• Reduce the ballistic missile submarine force. The ballistic missile submarine force should be reduced from 12 boats to eight, with additional warheads carried in each boat. This would save $18 billion over the next decade while sustaining the capability to deploy the number of warheads called for under the New START treaty.

• Postpone new nuclear bomber plans. Plans for a new nuclear bomber should be shelved, at a savings of $18 billion over the next decade. At a minimum, the bomber should not be made nuclear-capable.

• Cancel the Chemical and Metallurgy Research Replacement facility.  There is no circumstance under which it will be necessary to build large numbers of new plutonium “pits” or triggers for nuclear warheads. Therefore, the Chemical and Metallurgy Research Replacement facility at Los Alamos National Laboratories should be cancelled, at a savings of $5 billion over the next decade.

• Cancel building the Mixed Oxide (MOX ) facility.  Plutonium waste from nuclear warheads can be neutralized without building the multi-billion dollar MOX facility. It too should be cancelled, at a savings of at least $4.9 billion in construction costs over the next twenty years.

The top 14 nuclear weapons contractors employ 137 lobbyists who formerly worked for key nuclear weapons decision makers. The majority of the revolving door lobbyists – 96 – worked for key members of Congress or key Congressional Committees; 26 revolving door lobbyists worked for one of the military services; and 24 revolving door lobbyists worked for the Department of Defense or the Department of Energy. Some lobbyists worked for one or more Congressional offices or agencies before leaving government, and many now work for more than one major nuclear weapons contractor.   There are 19 revolving door lobbyists working for major nuclear weapons contractors who were staffers for members of the Energy and Water Subcommittee of the Senate Appropriations Committee – the committee that controls spending on the nuclear warhead complex.

Right-sizing the CIA in Iraq

The Central Intelligence Agency is preparing to cut its presence in Iraq to less than half of wartime levels, according to U.S. officials familiar with the planning, a move that is largely a result of challenges the CIA faces operating in a country that no longer welcomes a major U.S. presence.  Under the plans being considered, the CIA's presence in Iraq would be reduced to 40% of wartime levels, when Baghdad was the largest CIA station in the world with more than 700 agency personnel, officials said.  The CIA had already begun to pull back in Iraq since the height of the war, officials said. But the drawdown, coming six months after the departure of American military forces, would be significant. The officials declined to provide exact numbers, give a breakdown of levels of analysts versus covert operators or say where agency workers would be redeployed, all of which are classified.

Proponents of the change say the CIA can make better use of its personnel in other areas. Those could include emerging terrorist hot spots such as Yemen, home to the al Qaeda affiliate the U.S. considers to pose the greatest threat to the homeland, and Mali, where an unstable government has fanned concerns.

The move comes amid worries over possible gaps in U.S. intelligence about the threat posed by al Qaeda in Iraq. Administration officials, diplomats and intelligence analysts have in recent weeks debated whether the militant organization is a growing threat after an internal government report pointed to a rise in the number of attacks this year, officials said.  The plan would also reduce the U.S. intelligence presence in the region as neighboring Syria appears to be verging on civil war. Al Qaeda in Iraq is also sending fighters to Syria to battle the Assad regime, Pentagon officials say.

The spy drawdown is part of a broader shift in U.S.-Iraq relations, with Washington moving to scale back diplomatic and training missions in the country. But it illustrates the limits of the Obama administration's national-security strategy, as it steers away from ground wars and toward smaller operations that combine intelligence and special-operations capabilities.  Such a strategy relies heavily on cooperation from host governments, and as the CIA's Iraq experience shows, cooperation can wane even where the U.S. has invested billions of dollars and lost thousands of lives.  The Iraqi government, including Iraq's intelligence service, has scaled back its counterterrorism cooperation with the U.S. as it asserts its sovereignty, U.S. officials say.  "If you don't have that cooperation, you are probably wasting the resources you are allocating there and not accomplishing much," said Paul Pillar, a former top CIA Near East analyst.

Backers of the drawdown say al Qaeda in Iraq doesn't pose a direct threat to the U.S  [as they are involved in the battle for Syria?]. "This is what success is supposed to be like," said a senior U.S. official who has worked closely with the Iraqis. "Of course we don't want to have the same number of people after all U.S. troops go home that we had at the height of the war."  A senior Obama administration official said the U.S. is in the process of "right-sizing" its presence in Iraq. Both President Barack Obama and Iraqi Prime Minister Nouri al-Maliki have "made very clear that we're going to continue to have a close and strong security partnership," this official said.

The planned reductions at the CIA represent a major shift from the approach under consideration just six months ago. Late last year, the CIA and Pentagon were considering several options for CIA and special-operations commandos to team up in Iraq, according to current and former officials. One option was to have special-operations forces operate under covert CIA authority, similar to the arrangement used in the raid that killed Osama bin Laden in Pakistan.  "There was a general consensus," said a former intelligence official, "that there was a need for this in Iraq." But as it became clear that the U.S. would withdraw all troops and that the Iraqi government was less inclined to accept an expansive CIA-special operations role, those plans were tabled. "It's not going to happen," said a U.S. official.  Iraq requires CIA officers to make appointments to meet with officials who were previously easily accessible, one of several obstacles that add to a mood of growing distance between the sides. The result is a degraded U.S. awareness about the activities of al Qaeda in Iraq, particularly at a tactical level, officials said.  "Half of our situational awareness is gone," said one U.S. official.

Iraqi officials said they continue to cooperate with the U.S. on counterterrorism. Hassan Kokaz, deputy head of the Iraqi Ministry of Interior's intelligence service, said the U.S. may be adjusting to the new "state-to-state" relationship between the countries since the military withdrawal in December.  "We have asked them to wear civilian clothes and not military uniforms and to be searched when they visit Iraqi institutions," he said. "Perhaps they are not used to this."  In the northern oil city of Kirkuk, police are pursuing al Qaeda-linked militants without needing U.S. special-operations forces or the CIA, said Gen. Sarhad Qadir, a local police commander.

Another senior Iraqi security official, however, said Iraqis don't have the necessary surveillance and other technical capabilities. Iraqi forces also are plagued by clashing sectarian and political loyalties, the official added. "We need the Americans because they were able to work with all the [Iraqi] forces without exception," he said.  The CIA drawdown would recalibrate the agency's responsibility in the country away from counterterrorism operations and back toward traditional intelligence collection, with a sharpened focus on neighboring Iran, officials say. Baghdad will remain one of the agency's largest stations, they say; Kabul is currently the largest.

The Pentagon is turning to the private sector, universities and even computer-game companies as part of an ambitious effort to develop technologies to improve its cyberwarfare capabilities, launch effective attacks and withstand the likely retaliation.  The previously unreported effort, which its authors have dubbed Plan X, marks a new phase in the nation’s fledgling military operations in cyberspace, which have focused more on protecting the Defense Department’s computer systems than on disrupting or destroying those of enemies.  Plan X is a project of the Defense Advanced Research Projects Agency, a Pentagon division that focuses on experimental efforts and has a key role in harnessing computing power to help the military wage war more effectively.  “If they can do it, it’s a really big deal,” said Herbert S. Lin, a cybersecurity expert with the National Research Council of the National Academies. “If they achieve it, they’re talking about being able to dominate the digital battlefield just like they do the traditional battlefield.”

Cyberwarfare conjures images of smoking servers, downed electrical systems and exploding industrial plants, but military officials say cyberweapons are unlikely to be used on their own. Instead, they would support conventional attacks, by blinding an enemy to an impending airstrike, for example, or disabling a foe’s communications system during battle.  The five-year, $110 million research program will begin seeking proposals this summer. Among the goals will be the creation of an advanced map that details the entirety of cyberspace — a global domain that includestens of billions of computers and other devices — and updates itself continuously. Such a map would help commanders identify targets and disable them using computer code delivered through the Internet or other means.

nother goal is the creation of a robust operating system capable of launching attacks and surviving counterattacks. Officials say this would be the cyberspace equivalent of an armored tank; they compare existing computer operating systems to sport-utility vehicles — well suited to peaceful highways but too vulnerable to work on battlefields.   The architects of Plan X also hope to develop systems that could give commanders the ability to carry out speed-of-light attacks and counterattacks using preplanned scenarios that do not involve human operators manually typing in code — a process considered much too slow.  Officials compare this to flying an airplane on autopilot along predetermined routes.  It makes sense “to take this on right now,” said Richard M. George, a former National Security Agency cyberdefense official. “Other countries are preparing for a cyberwar. If we’re not pushing the envelope in cyber, somebody else will.”

The shift in focus is significant, said officials from the Pentagon agency, known by the acronym DARPA. Cyber-operations are rooted in the shadowy world of intelligence-gathering and electronic-spying organizations such as the NSA.  Unlike espionage, military cyber­attacks would be aimed at achieving a physical effect — disrupting or shutting down a computer, for example — and probably would be carried out by the U.S. Cyber Command, the organization that was launched in 2010 next to the NSA at Fort Meade.  “Because the origins of cyberattack have been in the intelligence community, there’s a tendency to believe that simply doing more of what they’re doing will get us what we need,” said Kaigham J. Gabriel, acting director of DARPA. “That’s not the way we see it. There’s a different speed, scale and range of capabilities that you need. No matter how much red you buy, it’s not orange.”

Plan X is part of a larger DARPA effort begun several years ago to create breakthrough offensive and defensive cyber-­capabilities.  With a cyber budget of $1.54 billion from 2013 to 2017, the agency will focus increasingly on cyber-offense to meet military needs, officials say. DARPA’s research is designed to foster long-shot successes. In addition to helping create the Internet, the agency’s work gave rise to stealth jet technology and portable global-positioning devices.   “Even if 90 percent of their ideas don’t pan out,” said Martin Libicki, a cyberwar expert at Rand Corp., “the 10 percent that are worthwhile more than pay back the difference.”

A digital battlefield map, as DARPA envisions it, would plot nodes on the Internet, drawing from a variety of sources and changing as cyberspace changes.  “In a split microsecond you could have a completely different flow of information and set of nodes,” Gabriel said. “The challenge and the opportunity is to create a capability where you’re always getting a rapid, high-order look of what the Internet looks like — of what the cyberspace looks like at any one point in time.”  The ideal map would show network connections, analyze how much capacity a particular route has for carrying a cyberweapon and suggest alternative routes according to traffic flows, among other things.

The goal would be a visual representation of cyberspace that could help commanders make decisions on what to attack and how, while seeing any attacks coming from an enemy.  Achieving this will require an enormous amount of upfront intelligence work, experts say.  Michael V. Hayden, a former NSA director and a former CIA director, said he can imagine a map with red dots representing enemy computers and blue dots representing American ones.  When the enemy upgrades his operating system, the red dots would blink yellow, meaning the target is out of reach until cyber operators can determine what the new operating system is...

Plan X also envisions the development of technology that enables a commander to plan, launch and control cyberattacks.  A commander wanting to hit a computer that controls a target — a strategically important drawbridge in enemy territory, for example — should be able to predict and quantify battle damage while considering the timing or other constraints on a possible attack, said Dan Roelker, Plan X program manager.

Cyberwar experts worry about unintended consequences of attacks that might damage the flow of electricity to civilian homes or hospitals. A targeting system also should allow operators to stop a strike or reroute it before it damages systems that are not targeted — a fail-safe mechanism that experts say would be very difficult to engineer.  DARPA will not prescribe what should be represented on the digital map.  Some experts say they would expect to see power and transportation systems that support military objectives.

Daniel Kuehl, an information warfare professor at the National Defense University’s iCollege, said the Air Force built its history around attacks on infrastructure — in Korea, Vietnam, Serbia and Iraq.  “In all of those conflicts,” he said, “we went after the other side’s electricity with bombs.”  Today, he said, cyberweapons could be more humane than pulverizing power grids with bombs.

If a cyberwarrior can disrupt a computer system controlling an enemy’s electric power, the system theoretically can also be turned back on, minimizing the impact on civilians.  But retired Gen. James E. Cartwright, who as vice chairman of the Joint Chiefs of Staff until August pushed to develop military cyber-offense capabilities, said the military is focused less on power grids than on “tanks and planes and ships and anything that carries a weapon.”  “The goal is not the single beautiful target that ends the war in one shot. That doesn’t exist,” said Cartwright, who is now with the Center for Strategic and International Studies. “The military needs more of a brute-force approach that allows it to get at a thousand targets as quickly as possible.

How Easy it is to Kill: the Anonymous Drone Politics

White House counterterror chief John Brennan has seized the lead in guiding the debate on which terror leaders will be targeted for drone attacks or raids, establishing a new procedure to vet both military and CIA targets.  The move concentrates power over the use of lethal U.S. force outside war zones at the White House.

The process, which is about a month old, means Brennan's staff consults the Pentagon, the State Department and other agencies as to who should go on the list, making a previous military-run review process in place since 2009 less relevant, according to two current and three former U.S. officials aware of the evolution in how the government targets terrorists.  In describing Brennan's arrangement to The Associated Press, the officials provided the first detailed description of the military's previous review process that set a schedule for killing or capturing terror leaders around the Arab world and beyond. They spoke on condition of anonymity because U.S. officials are not allowed to publicly describe the classified targeting program.

One senior administration official argues that Brennan's move adds another layer of review that augments rather than detracts from the Pentagon's role. The official says that in fact there will be more people at the table making the decisions, including representatives from every agency involved in counterterrorism, before they are reviewed by senior officials and ultimately the president.  The CIA's process remains unchanged, but never included the large number of interagency players the Pentagon brought to the table for its debates.  And the move gives Brennan greater input earlier in the process, before senior officials make the final recommendation to President Barack Obama. Officials outside the White House expressed concern that drawing more of the decision-making process to Brennan's office could turn it into a pseudo military headquarters, entrusting the fate of al-Qaida targets to a small number of senior officials.

Previously, targets were first discussed in meetings run by the chairman of the Joint Chiefs of Staff, Adm. Mike Mullen at the time, with Brennan being just one of the voices in the debate.  The new Joint Chiefs chairman, Gen. Martin Dempsey, has been more focused on shrinking the U.S. military as the Afghan war winds down and less on the covert wars overseas.  With Dempsey less involved, Brennan believed there was an even greater need to draw together different agencies' viewpoints, showing the American public that al-Qaida targets are chosen only after painstaking and exhaustive debate, the senior administration official said.

But some of the officials carrying out the policy are equally leery of "how easy it has become to kill someone," one said. The U.S. is targeting al-Qaida operatives for reasons such as being heard in an intercepted conversation plotting to attack a U.S. ambassador overseas, the official said. Stateside, that conversation could trigger an investigation by the Secret Service or FBI.  Defense Department spokesman George Little said the department was "entirely comfortable with the process by which American counterterrorism operations are managed.  The CIA did not respond to a request for comment....

An example of a recent Pentagon-led drone strike was the fatal attack in January on al-Qaida commander Bilal al-Berjawi in Somalia. U.S. intelligence and military forces had been watching him for days. When his car reached the outskirts of Mogadishu, the drones fired a volley of missiles, obliterating his vehicle and killing him instantly. The drones belonged to the elite U.S. Joint Special Operations Command. The British-Lebanese citizen al-Berjawi ended up on the JSOC list after a studied debate run by the Pentagon.

The Defense Department's list of potential drone or raid targets is about two dozen names long, the officials said. The previous process for vetting them, now mostly defunct, was established by Mullen early in the Obama administration, with a major revamp in the spring of 2011, two officials said.  Drone attacks were split between JSOC and the CIA, which keeps a separate list of targets, though it overlaps with the Pentagon list. By law, the CIA can target only al-Qaida operatives or affiliates who directly threaten the U.S. JSOC has a little more leeway, allowed by statue to target members of the larger al-Qaida network.

Under the old Pentagon-run review, the first step was to gather evidence on a potential target. That person's case would be discussed over an interagency secure video teleconference, involving the National Counterterrorism Center and the State Department, among other agencies. Among the data taken into consideration: Is the target a member of al-Qaida or its affiliates; is he engaged in activities aimed at the U.S. overseas or at home?  If a target isn't captured or killed within 30 days after he is chosen, his case must be reviewed to see if he's still a threat.

The CIA's process is more insular. Only a select number of high-ranking staff can preside over the debates run by the agency's Covert Action Review Group, which then passes the list to the CIA's Counterterrorism Center to carry out the drone strikes. The Director of National Intelligence, Jim Clapper, is briefed on those actions, one official said.

Al-Berjawi's name was technically on both lists — the Pentagon's and the CIA's. In areas where both JSOC and the CIA operate, the military task force commander and CIA chief of station confer, together with representatives of U.S. law enforcement, on how best to hit the target. If it's deemed possible to grab the target, for interrogation or simply to gather DNA to prove the identity of a deceased person, a special operations team is sent, as in the case of the 2009 Navy SEAL raid against al-Qaida commander Saleh Ali Saleh Nabhan. Nabhan's convoy was attacked by helicopter gunships, after which the raiders landed and took his body for identification, before burying him at sea.

But if the al-Qaida operative is in transit from Somalia to Yemen by boat, for instance, U.S. security officials might opt to use the Navy to intercept and the FBI to arrest him, officials said.

Now we’re turning the page on a decade of war. Three years ago, we had some 180,000 troops in Iraq and Afghanistan. Today, we’ve cut that number in half. And as the transition in Afghanistan continues, more of our troops will continue to come home...

As I made clear in Australia, we will be strengthening our presence in the Asia Pacific, and budget reductions will not come at the expense of that critical region. We’re going to continue investing in our critical partnerships and alliances, including NATO, which has demonstrated time and again -- most recently in Libya -- that it’s a force multiplier. We will stay vigilant, especially in the Middle East.  As we look beyond the wars in Iraq and Afghanistan -- and the end of long-term nation-building with large military footprints -- we’ll be able to ensure our security with smaller conventional ground forces. We’ll continue to get rid of outdated Cold War-era systems so that we can invest in the capabilities that we need for the future, including intelligence, surveillance and reconnaissance, counterterrorism, countering weapons of mass destruction and the ability to operate in environments where adversaries try to deny us access.

So, yes, our military will be leaner, but the world must know the United States is going to maintain our military superiority with armed forces that are agile, flexible and ready for the full range of contingencies and threats.

Expensive Weapons of the Future

(The F-35 aircraft fighter is expected to be) the “fifth generation” fighter, far more effective in both its primary ground-attack role and air defence than “legacy” aircraft... Even if America and some of its NATO allies cut their orders (of F-35), Lockheed Martin is confident that the numbers will be more than made up by countries such as Japan, South Korea, Singapore and Taiwan. All these nations are rich and nervous of Beijing. Mr Burbage draws comparison with the F-16, of which more than 4,500 will be built over its long life.

But the longer-term outlook for the F-35 is uncertain. Its costly capabilities are intended to make it effective against the air defences of a sophisticated enemy, such as China. But the growing vulnerability of American aircraft carriers to Chinese missiles will mean operating from well beyond the F-35’s 600-mile (1,000km) range.

Some military strategists already think that the job the F-35 is meant to do can be better handled by cruise missiles and remotely piloted drones. In many roles, unmanned planes are more efficient: they carry neither a bulky pilot nor the kit that keeps him alive, which means they can both turn faster and be stealthier. And if they are shot down, no one dies. Even the F-35’s champions concede that it will probably be the last manned strike fighter aircraft the West will build.

The Duty to Remain the World’s Power

Defense Secretary Robert Gates, a man not known for having his head in the stars, announced his strategic Pentagon blueprint this week, saying his proposals "will profoundly reform how this department does business." We hope he informed Congress, home to 535 procurers in chief.  The Defense procurement system is a mess, and previous Pentagon reforms have faltered thanks mostly to the micromanagers on Capitol Hill who are often more interested in funneling money to their home states than in spending dollars most effectively. Democrats and Republicans both belly up to this bar, usually while castigating the executive branch for failing to make "tough choices."So give the Defense Secretary an A for optimistic effort, even if we have our disagreements with some of his strategic choices. In announcing his spending priorities, Mr. Gates said he wants to focus on the current wars in Iraq and Afghanistan, rather than on the unknown wars of the future. Among his cuts are the Army's Future Combat Systems and a gold-plated new Presidential helicopter that is late and way over budget. Meanwhile, he added money for unmanned aerial vehicles, increased the number of special forces and announced plans to recruit more cyberwarfare experts.

These seem like reasonable judgment calls, and the focus on combating asymmetrical threats will help the U.S. in Iraq and Afghanistan. But it's worth remembering that the reason our enemies have resorted to terrorism and insurgency is because U.S. conventional forces overwhelmingly dominate on the ground, in the sea and in the air.   That's not an advantage we can take for granted as the Clinton Administration did in the 1990s, when it slashed defense spending to 3% from nearly 5% of GDP. China and Russia are upgrading their conventional forces, and China in particular is aiming to build a navy that can neutralize U.S. forces in the Western Pacific.

Mr. Gates's strategy implies a shrinking Navy with fewer ships and perhaps one fewer carrier group. It's good that he wants to build more Littoral Combat Ships, which are handy for operations such as tracking pirates. Even so, the Navy is left with a fleet of fewer than 300 ships, which strikes us as perilously small. When a U.S.-flagged container ship was briefly taken by pirates off Somalia this week, the Navy's nearest vessel was hours away.

Mr. Gates's decision to kill the stealthy F-22 fighter jet, which outclasses everything in the sky, is also troubling. We already have 183 F-22s -- original plans called for 750 -- and Mr. Gates wants to order just four more before shutting down the production line. His proposal to double the number of F-35 Joint Strike Fighters the Pentagon buys next year -- to 30 from 14 in 2009 -- is no quid pro quo. The F-35 is a cheaper, more multipurpose plane but it can't begin to compete with the F-22 as a fighter jet.

Pentagon spending is now about 4% of GDP and is expected to decline, which means too little investment against potential threats. In particular, Mr. Gates's budget priorities give no indication of how the Pentagon will ensure that U.S. military dominance extends to the battlefield of the future, outer space. President Obama has said he opposes the "militarization of space," but space is already a crucial area of operations and China is looking for advantages there.

The $1.4 billion in cuts to missile defense are especially worrisome, with losers including the Airborne Laser, designed to shoot down ballistic missiles in the boost phase, and additional interceptors planned for the ground-based system in Alaska. Instead, Mr. Gates favors theater defenses for soldiers on the battlefield with $700 million more in funding, arguing that this will address the near-term threat of short-range missiles. But as North Korea's weekend launch showed, rogue regimes aren't far away from securing long-range missiles that could reach the U.S.

Mr. Gates shrewdly made no budget recommendations on nuclear forces, except to say that he'll defer judgment until after the forthcoming Nuclear Posture Review. Perhaps he's counting on being able to change President Obama's mind on the need for updating U.S. strategic weapons and going forward with the Reliable Replacement Warhead for America's aging nuclear arsenal.   Mr. Gates's budget proposals now go to Congress. Since the end of World War II there have been more than 130 studies on procurement reform. Good luck.

Boeing Co., Lockheed Martin Corp., and Northrop Grumman Corp. are locked in a pricing battle to build the next-generation GOES weather-observation constellation, industry officials said.  The winner of the more than $1 billion job is expected to be announced next month by the National Aeronautics and Space Administration. The contract is seen as the last big-ticket U.S. government satellite project to be awarded before the incoming Obama administration reassesses policies, plans and budgets for building civilian, military and classified spy satellites.

The competition comes a month after the Pentagon scaled back and delayed the next major satellite-communications contract, TSAT, which is not expected to be awarded until at least 2010.  Boeing is the incumbent from the last phase of the GOES system, but the Chicago aerospace giant also has a record of cost overruns, quality-control problems and poor performance on a number of other government satellite contracts stretching back several years. In a brief interview earlier this month, Craig Cooning, the head of Boeing's satellite-making operations, indicated those problems are largely fixed. He said Boeing's board remains "firmly behind" the satellite unit and is "pleased with our improving performance."

All three companies are intent on winning the next GOES contract to keep work flowing through their satellite-making factories, and help retain experienced engineers during what promises to be a lengthy dry spell for new national-security satellites.  The Pentagon announced in October that it was scaling back the TSAT satellite communications program. Since then it has put out a proposed request for bids that envisions a substantially-scaled back TSAT program. Instead of committing at the beginning to buy half a dozen or more satellites using laser technologies for faster connections, the first phase of the revised program is likely to consist of two or three less-powerful and less-advanced satellites using conventional signals and spectrum, these officials said.

The contest over the so-called GOES-Series R contract comes in the wake of a number of reports by Congressional panels and Pentagon-created study groups critical of how the Pentagon and U.S. spy agencies have pursued satellite acquisitions. A House Intelligence Committee report, for instance, concluded in October that the U.S. is in danger of losing its pre-eminence in space.

Critics say that the current system of designing, building and testing satellites takes too long and costs too much. In some cases, ground-tests alone can take two years, while the time between initial program approval and launch easily can stretch well beyond a decade.
